Version 1.0 of ebXML's Message Service is capable of transporting payload items that have been prepared using S/MIME, S/MIMEV3, PGP or XML Encryption (when it exists) or XML DSIG (sign only payload). The spec clearly indicates that it is not the responsibility of the Message Service to provide security for ebXML payloads, reference page 55, lines 2113 through 2119 of [1].
An MSH should treat a payload as an opaque object that is simply inserted into the "payload container" portion of an ebXML message package. It is essentially the responsibility of a layer above an MSH to perform crypto processing on a payload object AND package the data in the proper MIME envelopes (e.g. RFC 2015, RFC 2633, etc.). It is highly likely that there will be MSH products available that combine crypto processing of payloads along with core MSH functionality in a single package.
