Short term you can use SOAP/Apache and a scripting language like Perl - if you just want to do some prototyping / sandbox stuff to learn up on this all. There are twelve vendors currently doing UCC certification of interoperability between their ebXML MS solutions - so this is a viable technology you can acquire today and is being broadly supported by major vendors. There have also been pathfinder implementations - such as the OAG/STAR implementation already this year - and vendor challenges the OAG has sponsored. See http://www.starstandard.org/ and http://www.openapplications.org that demonstrate real world scenarios. Of course another shortterm option is to simply use a variety of traditional delivery such as ftp, or a VAN service and so on -since XML is just character content that these traditional services can work with. Just depends on what your infrastructure needs, budget, volume, partners, goals etc from the business side are.
