All the DTDs are there, in XXE_install_dir/addon/config/docbook/dtd/.
Otherwise it would not be possible to reopen say a DocBook 4.1.2.5 document.

There is no need to make the GUI of XXE more complicated than it already
is. If you have a DocBook 4.2 document and want to create a new one,
suffice to use File|Open As Template... and select the existing DocBook
4.2 document. This is a nifty feature which is often ignored simply
because it does not resemble what you find in ``Office software''.
