The climbing paths don't pose a problem in the standalone toolkit. (BTW,
I've found a workaround to that problem. See my XEP post.)

However, I found today that the full URLs *do* also fail in the
standalone toolkit. So that's a DITA issue; not XXE.

No. Consider this a bug (or a limitation) if this happens when running
the DITA Open Toolkit from within XXE, and *not* when running it from
the command line.

Otherwise, please report this kind of problem to the DITA Open Toolkit
mailing lists.
