I use Xfig 3.2.5 alpha 5 on my Linux box (Xfig 3.2.4 generates an
incorrect viewBox attribute). See http://www.xfig.org/

PS: XXE also supports svg:svg elements (i.e. instead of imagedata) in
DocBook+SVG. In this case, right-clicking on an SVG graphic displays a
dialog box which may be used to resize the graphic. This dialog box even
includes a button which can be used to add/replace the viewBox attribute
(that is, a button which fixes broken SVG graphic).

More info in XXE_install_dir/demo/docbook-image.xml (which is a
DocBook+SVG document).
