The following sed script will add line breaks and indent after <para...> 
and before </para>. (or use the same regular expressions in vi. It is a 
little harder to further indent the text between but sed, perl or other 
regexp text utilities could do it.

s/^\(  *\)\(<para[^>]*>\)/\1\2\
\1/
s/^\(  *\)\([^ ].*\)<\/para>/\1\2\
\1<\/para>/
