Creating modular documents is fully supported by Standard Edition. There 
are no restriction at all compared to Professional Edition.

?Referencing another part of this document is not supported.? means that 
you cannot reference an element of the document you are currently 
editing.  Example: you author an imaginary "<important>Inportant: backup 
your files!</important>" element in document "userguide.xml" and try to 
reference this <important> element in several different places in 
"userguide.xml".

You need to create the <important> element in another document, let's 
call it "snippets.xml" and from there, paste a reference to it in 
"userguide.xml".

And, if even this does not work, it is almost certainly because you are 
attempting to paste the reference to the <important> element at the 
wrong place. For example, you use command "Paste" instead of using 
command "Paste After".
