It will, under WinXP.  The File | Open dialog has a drop-down box for the 
encoding of the file you're opening, with one of the choices being UTF-8.

For that matter, recent versions of MsWord will read and write UTF-8 files, 
too, although you have to go through an export process to save things to 
plain text, rather than Word's binary format.  Of course you can set up a 
macro to handle that.
