OK, the above sentence is too restrictive. We need to clarify it.

The basic idea is:

ALLOWED: extend Standard Edition to make XXE a better, nicer, easier to 
use, etc, XML editor for a given category of users.

NOT ALLOWED: extend Standard Edition to read/write data from/to another 
  application.
