You are right, Win2K/XP (and Win98/Me too) understand both UTF-8 and
iso-8859-2. I always also can convert document between encoding... But why?
All XML editors under Win32 I tested works with Windows-1250.

I very well know, how little the difference between Win1250 and 8859-2 is,
but it is.

I thought adding another new encoding for XXE is not problem, so there is
the request. And if the encoding becomes part of XXE? -- it is your
question, not mine :-)
