It is (b). We try not to implement disasters :) One reason is because we
are ourselves, here at XMLmind (AKA Pixware), heavy XXE users.

The included entity will be limited to a single element such as a
chapter or a section. This type of included element will be read-only.
It will be possible to delete it or to move it because its parent
element (belonging to the master document) will be editable.

We still do not intend to fully support entities. We just want to
provide a simple and convenient tool for creating and modifying
multi-file documents.
