I don't really understand what you mean by translation. Are you talking
about the XSL stylesheet used to render the DocBook document or about
XXE?
Generated content, specified in the CSS stylesheet used by XXE, is not
part of the DocBook document.
XXE makes heavy use of generated content to make the document structure
clearer to the author (and not really to have a semi-WYSIWYG rendering
of the document). Anything that can make the document structure clearer
to the author, including having localized generated text, seems to be a
good idea.

A variant of what I've described is to put all rules specific to a
language into a separate file and to import that file (using the
"@import" CSS directive which is supported by XXE) at the beginning of
docbook41.css.
Keeping localized generated text in separate files is indeed much more
manageable.
But may be I've not really understood your problem...
