From the screenshot you sent me, you seem to have a customization of 
the DocBook configuration which does not have a "Convert Document" 
submenu. It's as simple as that. If you temporarily remove this 
customization, you should see the stock DocBook menu, which indeed has a 
"Convert Document" submenu.
