No, XMLmind XML Editor readily supports DocBook documents authoring, but it 
cannot convert MS-Word documents to DocBook.

Yes, you can load an invalid document in XMLmind XML Editor and then edit 
and validate the document. However this may turn out to be a tedious task if 
the original document contains a lot of invalid elements/attributes.
