Sorry but we don't believe in the ``future'' of references to entities, whether external or internal. If one day, we decide to improve something related to modular documents, it will be the support of XInclude, typically the support of the "XPointer xpointer() Scheme": http://www.w3.org/TR/xptr-xpointer/. If you use XInclude rather than references to external entities, you'll be able to ignore the start and end comments and just include the root element found between these comments.
