I get the same thing on Red Hat Enterprise Linux 5.3, Firefox 3.0.3, 
Java Plug-in 1.6.0_14.  There's no proxy in my case.

I tried the URL  http://www.xmlmind.com/xmleditor/_applet/xxe.jnlp and 
that started a web start process (though it didn't sucessfully start an 
editor).

http://www.xmlmind.com/xmleditor/_applet/xxe.jar results in a 404.
