mathml-config:XXX always works by the magic of XML Catalogs, Java URL handlers and Java resource machinery. Even when XXE is deployed using Java Web Start, that is when all XXE components (core + add-ons) are archived in .jar files hidden in the internal cache of Java Web Start.
