There is no need to duplicate the dita.jar file. Please remove the
dita.jar copy found in your specialization and you'll see that it still
works just fine.

These instructions are meant to be followed by the local XML guru or by
an external consultant specializing in XML, DITA, etc. A normal end-user
of XXE cannot do this.

[2] Having done [1], you may want to customize the DITA XSLT2
stylesheets in order to make it better cope with your DITA specialization.

Note that step [2] is optional because, thanks to the DITA architecture,
the stock DITA XSLT2 stylesheets should be able to process documents
conforming to your specialization.

Such XSLT2 stylesheets are found in XXE_install_dir/addon/config/dita/xsl/.

As of version 4.4, XXE no longer uses the DITA Open Toolkit to convert
DITA documents to other formats. Instead, XXE uses XMLmind DITA
