The "Open" option forces you to choose an existing file. The "Save"
option lets you specify the filename of a file to be created.

XMLmind XML Editor is a generic, extensible, editor. We don't have to
imagine all the possible use cases for it. We prefer to implement
something flexible, even if sometimes, this also means slightly
inconvenient.

I'm sorry if you find the right-click options for the file chooser
inconvenient, but we cannot afford to spend more time trying to improve
this feature.
