I've tried to fake it with a pre-validation hook for our authors but that is somewhat limited. It would be great to have something built in, that could guarantee uniqueness across a set of documents linked by xincludes, and perhaps offer some extras like a cross-document jump-to-ID feature, checking of IDREFs, and so forth.
