To my knowledge, the only requirement is to have a string which uniquely
identifies the link target. A LinkScheme imposes no restriction on the
origin of this string.

Note that your problem does not come only from the DITALinkScheme. It
also comes from ditac's code (XMLmind DITA Converter,
http://www.xmlmind.com/ditac/) which is used by the DITALinkScheme  to
load a fully-transcluded map.
