That's right. The problem is that this DTD is a fake. (A DTD or an XSD
simply cannot express what is specified by the combination of the RELAX
NG schema and the Schematron.) I cannot believe that doing this allows
to author valid DocBook 5.1 documents in the general case.

You'll have to style DocBook v5.1 assemblies.
You'll have to create a number of *element* templates.
All this is a lot of work.
