No. However it's always possible to have the topics and the map side by
side by selecting on "Move Tab to the Opposite Side" in a document view.

@navtitle is already displayed by the stock CSS of a map.

This is already the case. Simply click the "Edit" button (or press
shortcut "F2 e") found the tool bar of a map.
