[1] Quit *all* instances of XXE.
[2] Start one instance.
[3] Change the port number.
[4] Quit XXE.
[5] Restart XXE.
[6] Start another instance of XXE.

If after doing that, you still have the same problem, then it is likely
to be caused by an ``aggressive'' firewall or anti-virus software
running on your machine.
