Not a bug. Keystrokes "F2 Up" means *press* "F2" *then* *press* "Up". In other words you cannot use key "F2" as if it were a modifier key ("Ctrl", "Shift", "Alt", etc).
If you want to change this behavior, then please rebind commands "moveElement up" and "moveElement down" to keystrokes starting with an actual modifier key or a combination of modifier keys.
