It's found in the toolbar, not in the menu.

The corresponding icon looks the one found in MS-Word ``Home ribbon''. See attached .png file.

This new toolbar button allows to convert selected text (e.g. containing a mix of text and bold, emphasis, underline, etc, elements) to plain text.

It's a handy alternative to using "Edit|Convert" (Ctrl-T) and then pick "#text" from the list of suggestions.

This new toolbar button does *not* allow to convert the XML document being edited to a plain text file. Hence, you'll not find it in the "Docbook|Convert Document" submenu.
