No! There is no requirement about that! The definition is "just a string":

    [Definition: An externally-determined ID is a string, representing
    an element identifier, whose value is determined by the application
    through mechanisms outside the scope of this specification.]

But it still must match the NCName production, which is equivalent to the Name production without the colon.  And XML ID's must also match the Name production.
