    an element identifier, whose value is determined by the application
    through mechanisms outside the scope of this specification.]

Except that the start of section 3.2 says that the string must be an NCname. The use of "string" in the quote above is a casual use. externally-determined ID's are barepointers, and barepointers must be NCnames.
