BTW, it doesn't apply to cases when '&' is used as a part of entity
insertion (e.g. '&' or '<', etc.)

The W3C Recommendation 26 November 2008
Says:
The ampersand character (&) and the left angle bracket (<) /MUST NOT/
appear in their literal form, except when used as markup delimiters, or
within a comment<http://www.w3.org/TR/REC-xml/#dt-comment>, a
processing instruction<http://www.w3.org/TR/REC-xml/#dt-pi>, or a CDATA
section<http://www.w3.org/TR/REC-xml/#dt-cdsection>.
Could you please comment if I should allow my XML files to have "&"
character at all?
Thank you!
