It does not fix it.
To recap and add a bit more info.
With s-video connected.
Bootup screens and console are displayed normally on both TV and vga monitor.
startx = vga monitor black, but on and X is functioning OK AFAICT.
TV is showing rapidly scrolling black,white,black,white short line
pattern.
quit X = vga monitor has normal console back
TV now has green console with text still visable ie. not the same
green as the background green.
