FINALLY! It's fixed. See the xorg page on the Arch wiki for details.

Basically, the solution came from adding the following line to
/usr/share/hal/fdi/policy/10osvendor/10-keymap.fdi
<merge key="input.xkb.options" type="string">terminate:ctrl_alt_bksp</merge>
After a restart of hal, it worked.
