No, all the time, any window, on several machines running bookworm or noble.
Armbian is presently a *buntu derivative.
This sounds like mouse acceleration issue. Since you probably already
tried tweaking with xinput, I would suspect some sort of mouse management
app running on your system.
Any chance you can try KDE ? I have several different versions from
different LTS Kubuntu releases, and the mouse works fine in all of them,
trackballs and touchpads included.
You can also try KDE package manager along the way.
