Options -> Pencil cursor?
(this doesn't change colors but at least it's bigger and remains visible 
even when you decide to draw in white).

With a tablet at least, no drawing is ever a single point -- the 
resolution is fine enough that even just briefly touching the pen to the 
screen will give a stroke that has some line segments in it. I think it 
would be very difficult to implement this in a way that doesn't prevent 
people from putting dots on their i's or periods at the end of their 
sentences.
