I know all of that.  I can put windows on the other heads if I start
them from the command line easily.  But when I "launch" an application
from a menu, you don't have the opportunity to say which head to start
it on.

Sorry not at all.  I had hoped I was clearer in my original post that
I want the window manager to ask me which display to place the app on
because it is not always started from a command line.
