No. TVout is in devel branch of gatos, but it's pretty rough, it may not work
with your card.

Well, I don't think you'll see such a great difference on radeon. It's mach64
and r128 that are veeeery slow in transferring data, the difference here can
be up to 30%. I guess with radeon you'd get like 15%.
