The Cygwin Xserver is in the XFree86 CVS.

Just goto xc/ and do a 'make World' as per usual, but through Cygwin's bash shell
on Windows. It'll create a server called XWin.exe in xc/programs/Xserver.

Do a 'make install' as usual and you'll get the full tree.
