As far as I can tell AccessX is the interface for XKB within X but I have not been able to find out much about how to control it's features. The docs I've read all talk about repeat rate, slowkeys etc. Whereas the critical item in our case is bouncekeys. accessx is an application that allows you to set the values for XKB as far as I can tell it just sets standard X variables. ax is a command line version of accessx. If you find any documentation on the values let me know so I can look at them myself.
