S3 used to give specs to anyone who asked for them. I got all
my S3 databooks that way. I'm not sure if XFree86 ever had an
NDA with S3. Not sure one was ever needed. The most significant
company was Matrox. They released documents for the Millennium,
Millennium II and G200 to the XFree86 project under NDA. That
was the only way you could get them back then.
