It's a feature, drivers are supposed to blank the screen during startup
so you don't see garbage (or the session of someone before you, ...)

The X server doesn't have modes with higher refresh rates built in. The
radeon driver in current CVS has an option "DDCModes" to use modes from
the monitor.
