I think you're right that policykit weighs in on some admin functions (for example, it does allow me to authenticate when I run the package manager), and it may be possible to get some of them working by altering the defaults for "ReturnAny", or providing a higher priority schema (?) file. However, if you look at the "Login Screen" admin function, it has an unlock button which (in my case at least) becomes unresponsive if your session is-local = FALSE (at least that's my assumption). I infer that some of the Gnome functionality (gdmsetup I believe, in this case) is getting the remote-status directly (perhaps from Xauthority?) and acting independently of policykit. Furthermore, it's not clear that in Gnome2, there actually is a 'gdmsetup', which may be a symlink of some kind to something else. Therefore, at the moment at least, I'm looking to solve the problem as close to it's source as possible, and assuming it has something to do with the X-server and xauth. I've never used X11 before (other than as a user), so I'm currently working through the XRDP installation, and how it starts the X-session, to try and figure out where it determines the remote status, and see if I can override it or something like that. I've confirmed that some other folks have encountered this problem as well. Unfortunately, there are so many different versions of Unix floating around, it's hard to find someone who's having the same problem in Ubuntu lucid 10.4 LTS (which would be preferable).
