Niki,

I've heard an option for this as basting on some fabric to the sides to give
you the extra allowance for stretching.  The first piece I finished ended up
with a 1/4 of an inch on all sides (I've learned alot since then) but Hobby
Lobby still did a great job framing it.  I'm not sure how they did it as I
didn't know enough to ask.
