I'm not sure about securing the thread you're using for the 'twisted ladder'
stitch, but as far as securing the cut threads, that's easy!  Cut the thread
in the middle of the band.  Unweave it back to the start of the band both to
the left and right (i.e. you cut a horizontal thread in the middle and
unweave that thread all the way back to the left and right edges of the
band).  Then, thread your needle with the unwoven fiber of the fabric, and
weave it into the ground fabric.

I know this doesn't make a lot of sense, but hopefully it will help you
figure it out!!
