I have not seen such thing so far.Try removing your .gtk theme and
other settings
from ~/.config. Even better create a new user and log in with xfce see
if it's some leftover
configurations form compiz interfering with xfce.

yes, it looks like a problem with some compiz leftover. I have renamed
the .config and the bug is gone. Is it possible to remove stuff related
to xfwm4 only and leave all other configurations untouched? It's a drag
to configure the panels and plugins again...
