Bug reports and bug tracking are done through Launchpad. To post a bug against [XLK]ubuntu, start at https://bugs.launchpad.net/ubuntu and click "Report a bug". If it's specific to xubuntu, choose xubuntu-desktop as the package to report the bug against.
