Please see the following; http://www.nemotos.net/?p=1643 If you customize your user interface, the change will be stored under ~/.config/xfce4. The system settings for xubuntu is under /etc/xdg/xdg-xubuntu. So if you copy your personal customization to /etc/xdg/xdg-xubuntu, changes will be applied system-wide. At the same time, you need to copy some files to /etc/skel. These files are used when new users log in for the first time. I'm not sure if it works for your circumstance, but I hope it does.
