Try this as it worked for me
/etc/apt/apt.conf.d/10periodic

Change the line unattended upgrade from "1"  to zero
da kiwi

I haven't got that line though?
My 10periodic is:
APT::Periodic::Update-Package-Lists "0";
APT::Periodic::Download-Upgradeable-Packages "0";
APT::Periodic::AutocleanInterval "0";

The '0' suggests it should not be invoking the window panel.

suggest you add it to the bottom of the file.

mine shows as


APT::Periodic::Update-Package-Lists "0";
APT::Periodic::Download-Upgradeable-Packages "0";
APT::Periodic::AutocleanInterval "0";
APT::Periodic::Unattended-Upgrade "0";

Of course silly me ADD IT - I am always wary of amending system files. Yet another thing to add in my install notes for 2018.
