What are you using to download the files? I use youtube-dl and can't remember the last time I had a problem. But, I usually use mpv to watch videos and not vlc. When I do use vlc, I also can't remember ever having a problem.

It shouldn't unless they used a weird MS Win / MacOSX proprietary codec, but we already established that the file you have is uses a regular codec that is well supported.

Have you tried re-encoding with ffmpeg or handbrake? If ffmpeg can't re-encode it, that might give you some info as to what the issue is, for example.
