Hi,

the command "dpkg" doesn't fulfil dependencies, while the command "apt"
does, if an Internet connection is established. So the right thing to
do is fixing the Internet issue and then to run

sudo apt update && sudo apt-full upgrade && sudo apt install
/path/package.deb

Thank you Ralf for your reply which I just discovered in my spam directory.

The problem is that the Xubuntu application "Software" won't allow connections to a metered Internet account. That's really the problem that I'm trying to solve.

My original question regarding the installation of a .deb file was solved by using Synaptic to download the dependency.
