Thank you Chris and Clarence for responding to my confusing request for help.
I had already installed the .deb package with dpkg, it's this part of my
original question that's really the problem:
A pop-up message box tells me to edit my network settings but pressing the
"Open Network Settings" does nothing. I cannot find a network setting that
will allow me to use my metered connection. How do I proceed?
I use my mobile phone to connect to the Internet and so the connection is
metered and I seldom have access to a WiFi connection. I use Synaptic to
search for applications but sometimes Software finds applications that
Synaptic doesn't.
You may need to use your phone as a hot spot. Then it becomes your WiFi access
point.
Another related off topic problem is that my phone's Android OS won't allow
me to update the OS on a metered connection. I cannot find a setting to
solve this either.
I don't know of way around this UNLESS you find a setting that allows updates
via a cellular connection. I Googled for "android allow update cellular" and
found a hit for Samsung phones. Sometimes settings are in different places on
phones from different manufacturers.
Good luck.
