At this point, preparing for 24.04, it might work simpler to download the
bootable installation file and re-install xubuntu. I have found that if you
are expecting to continue to use a distribution, expected practice is to
upgrade the LTS to the new LTS no more than 6 months after the release of
the LTS newer than the one you presently use. The number of people using a
3+ year old version of an Ubuntu derivative to upgrade does not have a
great enough sample to properly debug the upgrade process. Even Debian and
RHEL have reported problems with an in situ upgrade for 3+ year old
version, even on servers.
